The Western Odisha Urban Transport Service Limited (WOUTSL) is the sole public bus transport provider for Sambalpur, Bargarh and Jharsuguda Districts. It is a Special Purpose Vehicle (SPV) which joint ventures of the Sambalpur Municipal Corporation, Sambalpur Development Authority, Jharsuguda Municipality and Bargarh Municipality with shareholding of 40%, 27%, 16.5% & 16.5% respectively. The initial authorized capital and paid-up capital of the SPV is Rs.1,50,00,000/- consisting of 15,00,000/- equity of Rs.10/- each. It is incorporated as per section 149(3) of the Companies Act, 1956 on 26th July, 2013.
WOUTSL has been operating city bus services since 29thJanuary, 2014 with Paschim Odisha Paribhan Company (POPCO), Sambalpur under the PPP mode as per agreement made on 28th January, 2014 through RFP tender process.

WOUTSL has been operating buses from 29thJanuary,2014. It currently operates 10 routes. It has achieved rapid success by connecting Sambalpur with its surrounding cities like Bargarh, Jharsuguda, Burla and Hirakud within its short period of services. Currently, the operation of all buses is being undertaken through Public Private Partnership (PPP) mode with the private partner named Paschim Odisha Paribahan Company (POPCO).
Now WOUTSL has a fleet strength of 44. All these 44 buses out of 32 buses are in operation and route for rest 12 buses are in approval stage.
